Russian Railway in East China.

THE Russian East China Railway Company signed a Convention (8th September, 1896) with the Chinese Government. Article VI has given rise to a difficulty.
It gives certain lands along the line, together with other minor advantages, to the Russian Company.
The Chinese Government have requested the Russian Government to annul Article VI, and have addressed a note on the subject to all the foreign Legations in Peking.
The Russian Government have asked the other Governments to uphold the Russian interpretation of the Convention.
Before sending instructions to the Belgian Minister in Peking, the Belgian Government is desirous of knowing what answer His Britannic Majesty's Government intend to make to the Russian request.
